I’m probably gonna get hell for this, but this is Cartoon Network’s Powerpuff Girls-style animation. How unoriginal.
It’s intentional. They did it that way on purpose. There’s several jabs at the Powerpuff Girl style during the series if you actually watch the anime.

Hmm…doing the BD releases? That is unexpected. To be honest, even though it’s from Gainax, I couldn’t bring myself to watch this, but maybe it will be good.

CR mean nothing to me since they only licensed the TV show and not the DVD or BD
Also them licencing anything is more of a preliminary way to stop subbers from getting the stuff proper anime companies like funimation may take an interest in eventually, also as long as they region lock stuff it shouldnt be considered as a true anime streaming site in my book.
